Michael W. Klein, JD, PhD

  • Was appointed executive director of the New Jersey Association of State Colleges and Un;iversities (NJASCU), effective January 2012.
  • Joined the staff in September 1998 as director of government and legal affairs, after serving five years in former Governor Whitman's administration.
  • Was a 2010-2011 Associate of the National Center for Public Policy and Higher Education, and was a fellow at the Higher Education Law Roundtable, Institute for Higher Education Law & Governance at the University of Houston Law Center, 2003.
  • Has published articles on college finance, higher education policy, intellectual property ownership, collective bargaining, and the First Amendment.  His articles have appeared in publications such as the Annals of the American Adecmy of Political and Social Science, the Journal of Education Finance, the Journal of College and University Law, Research in Higher Education, the Journal of Law and Education, and the Hastings Constitutional Law Quarterly.
  • Co-authored a chapter on New Jersey's higher education system in Richardson, R.C., Jr. & Martinez, M., (Eds), Policy and Performance in American Higher Education:  An Examination of Cases Across State Systems (John Hopkins University Press, 6443).
  • His op-ed pieces have appeared in The New York Times, Newsweek, the Philadelphia Inquirer, the Trenton Times and other New Jersey newspapers, Inside Higher Education, and the American Bar Association.
  • Made presentations before the International Conference of the Organization for Economic Cooperation and Development (OECD)/Institutional Management in Higher Education in Paris, the Oxford Education Research Symposium, the National Collegiate Athletic Association, the American Education Research Association, the Association for the Study of Higher Education, the National Center for the Study of Collective Bargaining in Higher Education and the Professions, the International Conference on Learning at the University of London, and the Annual Conference on Distance Teaching & Learning at the University of Wisconsin.
  • He has guest lectured at Rutgers University, Louisiana State University, North Carolina State University, East Carolina University, and San Diego State University.
  • Serves as a trustee and is the immediate past president of the Family Guidance Center/Family & Children's Services, a nonprofit mental-health organization.
  • Received a bachelor's degree with honors from Princeton University, a JD from Boston College Law School, a certificate in nonprofit management from the Kellogg School of Management at Northwestern University, and a PhD from New York University in higher education administration.


Barbara Berreski, Esq.

  • Was appointed NJASCU Director of Government and Legal Affairs effective January 2012.
  • Previously served as a Deputy Attorney General with the New Jersey Department of Law & Public Safety from 1991 to 2012.
  • Has been cited for her contributions to the department by former Attorney General Deborah J. Poritz.
  • Was awarded a certificate in Negotiations and Dispute Resolution by the New Jersey Attorney General Advocate Institute.
  • Received a BA from the University of Pennsylvania and was awarded a Juris Doctorate by Temple University Law School.
  • Is a member of the bar of the US Supreme Court, the Third Circuit Court of Appeals, the Supreme Court of New Jersey, and the District Court of New Jersey.


Patricia A. Berry

Director of Budget & Administration

  • Joined the staff in 2006, with previous accounting experience with the New Jersey Association of Mental Health Agencies, and extensive experience in accounting systems with a large, public accounting firm.
  • Performs office management functions, including administration of payroll and fringe benefits, cash management, support staff functions.
  • Coordinates year-end audit, produces financial statements, completes all tax forms, and additional federal documents.
  • Provides primary support in the preparation and maintenance of the Association's annual budget, monitors expenses, purchasing and grant reconciliation.
  • Provides financial management support for Operation College Promise.
  • Coordinates support of office computer equipment and upgrades of office technology.
  • Obtained Bachelor of Science degree in Accounting from Indiana University of Pennsylvania.
  • Trained as an instructor for Microsoft Office products.


Pamela J. Hersh

Director of Communications & Marketing

  • Joined the staff in July 2014, following work experience as Director of Regional and State Relations for Princeton University, and Vice President for Government and Community Affairs for Princeton Health Care Systems.
  • Provide administrative support to the Director of Program and Policy Initiatives, the Director of Communications and Marketing, and the Director of Government and Legal Affairs.
  • Provides secretarial support to the professional staff.
  • Serves as a receptionist.
  • Assists with preparation of materials and other logistics to support meetings convened at the NJASCU office.


Charlene R. Pipher

Executive Assistant

  • Joined the staff in 1988, with previous experience in secretarial work and operation of a housecleaning business.
  • Serves as the Association's database and website manager, performs layout and design of NJASCU publications and promotions, in addition to providing administrative support to the executive director.
  • Provides logistical support in coordinating meetings for the Association's board, the state college/university Council of Presidents, the fiscal and academic vice presidents, and numerous other groups from campus administrators to government support staff.


Terry M. Toth

Part-Time Secretarial Assistant

  • Re-joined the staff part-time in August 2015, after retiring October 2014.
  • Terry was the association's secretary from July 2004 until October 2014, following work experience as administrative assistant to the president/CEO of a dental plan organization and, previously, to the Vice President for Sales of a large manufacturing company.
  • Provides secretarial support to the professional staff.
  • Serves as a receptionist.
  • Assists with preparation of materials and other logistics to support meetings convened at the NJASCU office.
